State Board of Education rules in favor of two charter applications At public hearings on April 5 and 6, the Colorado State Board of Education instructed the Jeffco Public Schools Board of Education to approve charter applications for the Teddy Roosevelt Academy and the Madison High School. The State Board's decision concludes a process that goes back more than a year. The charter groups initially applied in 2004; however, both were turned down by the Jeffco Board of Education with the support of the State Board. Representatives for Madison and Roosevelt reapplied and were denied by the district Board on October 20, 2005. On January 11, 2006 the State Board reversed the decision and remanded the applications. On February 9, 2006, the Jeffco Board denied the application for the second time. With the State Board's April decisions, Jeffco Public Schools was required to approve both charters. Madison High School is a grade 9-12 coordinated humanities core knowledge style program to be located in the Arvada area. Madison is intended to be a feeder school for the core knowledge charter elementary schools in the area. Teddy Roosevelt Academy is a pre-K through grade 8 core knowledge school that emphasizes the Mosaica Paradigm model while still referencing the core knowledge curriculum. In a related charter school announcement, the New American School , which was approved by the Jeffco Public Schools Board of Education on October 20, 2005, received approval to operate for the next three years in a district-owned facility. The school will be located at 10th and Wadsworth; in exchange for no lease payments the school will be responsible for all costs associated with renovation, operation and maintenance of the facility. The Colorado Department of Education has given 19 Jefferson County Public Schools "John Irwin School of Excellence" awards for ranking in the top eight percent of state schools in overall academic performance based on the 2005 School Accountability Reports . The John Irwin Award, named after a former state legislator, is part of the Colorado School Awards Program created in the 2000 by the Colorado General Assembly to recognize the highest-performing and most-improved public schools in the state, as determined by the School Accountability Reports . The reports rate schools on academic performance and growth, based on standardized test results. Schools receiving the awards will be recognized by the Jefferson County Board of Education at its regular business meeting at 7 p.m. Thursday, April 27, at the district's Education Center, 1829 Denver West Dr. #27, Golden, CO. The John Irwin Award winners for 2005 are:
